For each DMA:
- Minimum Night Flow (MNF) or Average Night Flow (ANF)
- Zone Night Consumption (ZNC)
- α: Percentage of SIV that results in the UAC.
- β: Percentage of SIV that results in the AL.

- No, sum if based on MNF
